Permanent tattoos on the face to increase the visual impact of visual features, e.g. thicker eyebrows.
It's also known as Dermapigmentation or Cosmetic tattooing.

How long does permanent makeup last?
The effects last for years.
Permanent makeup can also be used on other parts of the body. This can be particularly useful if one or both nipples are lost due to complications of a double incision mastectomy or a periareolar mastectomy.
